Pretty simple actually. I use Photoshop. Import your photo, select the polygon lasso tool at left, use it to outline your car (whatever you'd like to keep sharp). Then go to "Select" at top and choose "Inverse." Now, go to "Filter" at top, select "Blur" and then "Gaussian Blur." When you select that "Gaussian Blur" filter a box will open up by which you can play around with how much blur you add to the photo. It gives it a bit of pop.
