So if you pop off the black cover, is it ready for a tow hitch? I am about to attend a drift event and need a trailer to tow tires.

no, there was more work involved than that. This particular hitch was a modified 350z hitch that the trailer shop did a lot of work on to make fit.

A lot of people who race tow a very small trailer just big enough for a set of race tires. Towing them won't hurt the car at all.
