is it okay to have your license plate there instead of the front bumper? you dont get pulled over?

I realize this is an old conversation but I was pulled for having my license plate there a week or two ago. No ticket (warning) but I bought a tow hook mount solution that I can swap out with a slick powdered racing tow hook for shows and/or a go-pro mount.
