The pedal is stiff because you have no vacuum. You won't have any vacuum until the engine starts. That doesn't mean you have a leak - still possible but low on my list - as, without the engine...

The 2009 FSM shows the splash shield on page FAX-6. The splash shield is sandwiched between the steering knuckle and the wheel hub and bearing assembly.
