Yes, there is an area about 2" in which has a lip and I painted that and the back of the rim face. but I did not paint the hub plate that is a no no! cause it will lead to problems

You can paint the inside however it will get dirty and it will crack and peel from road debris. wheels hold alot of road debris behind the wheel face.
