Thank for the message. Yes, that's a dummy wiring. You can't use that wire to do anything.

The kit I bought from theZstore is pretty nice. Nice little button between seat warmer buttons. However, doing the whole steering wheel mod like the Japanese model will cost you a fortune and much much more involved. I think it's close to $400 for parts and whatever it cost to install the part. (maybe another $300)
