That is so you don't evacuate from the stairwell onto a floor that is on fire. The level of exit discharge is required to be unlocked.

that's what one would think for safety and living....they pull this stunt
after hours and have guards roam the floors...not safe at all...

hahaha, ive been locked out into a stairwell in a high rise many years ago. luckily for me there was a tourist group coming up the stairwell so i just joined them.
