Yes it is! There are vids from every year of people being ***-hats on that street.

It's too bad, that looks like a busy section of road. I would cut that stretch down to one lane during the "festivities" and post an officer at the other end to nab the hooligans. Screw up your own car, shame on you, hit someone else, reckless driving charge.
