Best? No idea. My closest liquor store has a bunch of "C&C" brand for about $3-4 and they're not great, but just fine for smoking while you're drinking and can't taste anything anyway.

I usually don't smoke a <$4 cigar. I can barely think of any unless I'm smoking a Black and meezy, lol
I will say the best <$4 cigar is Quintero Brevas. Just can't get it in the US... (Machine rolled Cuban cigars)
