I think this question is open to interpretation because a baby born in 1990 is a 90's kid but i bet you he/she wont remember anything that happen til the late 90's.

If you remember the G I Joe, Transformer, Doug, Rugrats, ahhhh scary monster, Recess, Catdog, X-men animated cartoons and floppy disk, mouse (with the rolly ball), Oregon Trail (the game), jeans with holes on the knee, Yo-yo's, you should be considered a 90's child..

If you remember the sound that green ranger makes when he called his dragonzoid then you def are a 90's kid
