Unfortunately I found more problems. The basement was partially finished at one point (probably without a permit or any consideration of building code, because someone was an idiot) and they framed and paneled/drywalled the stairs.

Well the drywall was water-damaged and the paneling was a bit rotten and unfortunately was concealing some rot in the staircase itself, so now it looks like I need to have someone replace the last 6" or so of the stair case and a couple of the steps.

Today I'm going to rip out some more ceiling. I hope I don't find any more wire-nutted Romex encased in the ceiling. These dummies put in an interlocking ceiling on the floor joists and have wire running in it that isn't in conduits, circuits patched in with wire nuts/not in an electrical box...
Yikes! Sounds like it is a good thing that you're pulling things apart. Now you can fix them properly and have some peace of mind
