Post on a washer bolted down. The washer can go between the metal fender and plastic or on top of the plastic (I tried both and bulge/rubbing were present for both)

How much thread does it have? Could try putting some washers on it to raise the top of the post up? If you're just barely rubbing 1 or 2 washers should get you some clearance..

Did the post that is in the Hood mount plate have to screw into the plate as well, or is it welded on?
If possible, remove both posts and swap their positions?
