It's workmanship, whoever did the paint job was rushing it therefore the coating starts cracking after one year. It will be difficult for you to trace down which shop/dealer did the paint job thus difficult to file a warranty claim. But you will have to get it fix aka repaint the whole hood otherwise the paint gonna crack through the clear coat and the aluminum hood gets corrosion/oxide then you'll be in big trouble. honey~~~  all my good luck for you on this one...
