If the seller ships it to you then it has to go to an FFL, in which case you have to fill out a 4473, show a PTC and maybe a NICS check (depending on state law). Alternatively, he can sell it to you face-to-face, but if he's smart he'll want to see your DL and PTC/PTP before selling it.
