You get it from the ATF. You can also just do the $200 tax stamp for individual acquisitions without a full-blown class 3.

heres mine. very fun but very heavy. meant for sharpshooting in this setup but can be changed out in 5 minutes to a short barrel w/ grip w/ red dot.
note: this is not an ar15, but a conversion
