Please define skilled foreign worker?

H1-B visa's can only be issued to for what they consider "specialty occupations". Basically this is any occupation that would require at least a bachelor's degree, such as engineering, programmer, doctor, scientist etc.

I liken that protection to the rule that states strippers have to claim all their tips on their taxes. We all know the rule is there and we all know they don't abide by it. Also, good luck suing IBM and their bullpen of multimillion dollar lawyers on retainer.

Actually you don't even have to sue them, you merely have to file a complaint with the US Citizen and Immigration Services and let the Feds go after them.
