Cover is a good idea if you plan on washing the car everytime you put the cover over it. You might end up putting more scratches on it buy putting a cover over a dusty car.

Squirt gun just a couple times will work. That's how many people train their cats to not jump on furniture.

You know talking to the neighbor is not going to do anything. They can't "control" their cat! It's not a dog. You can't leash it or keep it inside all the time. I have a cat and she sometimes gets on my car. It sucks but I can't do a damn thing about it. Cats will be cats and they will do what they will. Get a garage or car cover. Problem solved.

If talking to your neighbor doesn't work, just set up some traps for it and if it doesn't have a collar, take it to the pound.

Or just do like fullmonty said and just shoot it and be done with the whole thing.
