Toll Booths on The Garden State Parkway in New Jersey were supposed to remain until initial construction was paid off, sometime back in the late 1950′s.

Doesn't this happen with most toll roads?

This is how Government works. Income taxes were supposed to be a temporary measure to support the First World War. They seem to have stuck around a while, eh? Century or so.
