Corel draw has not changed since version 3. Depends on the level of what you want to do. I enjoy corel more than illustrator do to its simplicity. I do have a "European" version of corel draw 13 in my house, only side effect is its in Portuguese....
Is this for personal or professional work... try INKSCAPE first. its open source, see if that meets your needs, if it doesn't, and its a one time thing, just go and get corel draw, hell if you want to drive you can have a copy of the one I have. Now if this is for a business, I would really look into actually purchasing the software... you DO NOT want to get audited.
