Way way off topic… I have fake vinyl shutters on the house. Want to paint them Hunter green. My question is, can I take these off and rattle can them?

Way way off topic…
I have fake vinyl shutters on the house. Want to paint them Hunter green. My question is, can I take these off and rattle can them? Not sure if that’s a screw or a rivet. Am I better off taping and brushing? Do I need a primer? I asked the clown at Home Depot and he looked at me like I had an extra eye in the middle of my forehead. Maybe it’s that dumb of a question?
