I can't see why any HOA would be against that...unless it involves "adding a new driveway" to access it. I would think that the EPA/city would be more concerned on

I can't see why any HOA would be against that...unless it involves "adding a new driveway" to access it. I would think that the EPA/city would be more concerned on where the leaking fluids/melting snow would go.

I have a fairly strict HOA and I would guess I could get away with it, provided I did not alter the driveway or build in the city's easement.

If sealed properly the only issue you would run into is that you might leak oil at some point but I would assume if you have the money to build that you can afford to keep your car from leaking fluids.
