That didn't have enough power for the demand early morning. The generation plants started tripping offline to save themselves due to too high of a load. They are trying to bring them back online. That is why they are having rolling blackouts. You know this stuff....

I have worked with construction mangers that built nuclear power plants in their previous careers. It is a long process. Rusty may know more than I do. It is 10 to 20 year process with all the red tape. Just nuts.
