Dry lock is good to treat the symptom in the interior of the basement but the cause can only be dealt with by waterproofing the exterior of the foundation. Ie, dig up he ground, slather on the black tar looking waterproofing stuff add the plastic paneling thingys on top and of course make sue the land is graded away from the house so water runs away from the foundation, not into it. Make sure your gutter downspout kick outs are long enough to shed the water far enough away from the walls and if necessary add French drains to move the water away from your perimeter.

If your adding gutters, the lack of them MAY be the primary cause of your foundation/basement moisture issues, if you’re lucky. Ask your gutter guy how he plans to put up the gutters and how that will control runoff, poorly done gutters are as bad or worse than no gutters. Also, depending on your roof shape etc, make sure the gutters don’t cause accelerated erosion on a part of your asphalt shingles, you’d want a downspout there to take the pressure off that section of roofing.

The insurance co is probably going to tell you it was the ground giving way not high winds that caused the wall to collapse, that is not covered by normal policy usually only by a “catastrophic ground collapse “ rider/amendment. Do you have fema flood insurance? That might help as far as any water damage from the storm and associated water intrusion.

Was a federal disaster declaration made for your area, that can help improve chances for getting help as well?
