It's toast, the electrical is done for. If someone tried to crank the engine chances are good that it hydro locked it and bent a rod. If it is in your garage, push it out in the yard and wait for the tow truck from insurance company.

At least the yard is nice and green

I'll be doing a deep review of the policy for loopholes. Regarding rainfall, I'm not sure, but we're only about 5 miles from Upper Darby as the crow flies, so I'd imagine a similar amount. Put it this way - driving home, police had shut down I476 and a number of other local roads due to flooding, and I can't recall the last time that happened. That's saying nothing of the debris - rocks and trees - that came down. I felt like I was driving through an obstacle course.

No tool at the auto parts store will fit the RTAB. So I guess I'm ordering the specialty tool and waiting for that.

On the other hand, the new starter for the Lexus should arrive at the auto parts store in a couple of hours. I've already got the old one off - it actually fired up this morning after cooling down overnight
But it definitely needs replacement. Starting it up early this morning, it sounded like an 100 yr old man wheezing for about 4 seconds before the engine finally cranked

I remember those. Used to use them with a mag-base drill. Hated doing that job. Seem like it took forever.
