IMHO, I think when a suspect is under control...in this case, handcuffed and face down on the ground, with 4 officers surrounding, the police officer has to loosen up on the force being pressed on the suspect. Whatever said or done, it's over with.
I believe this is a case of excessive force, or aka police officer can't reign in his own emotion.
For fxck sake, the officer had his knee on the guy's neck/face, while having one hand in his pocket....so don't tell me the suspect wasn't already under control.
