Best way to go for power/tq and little noise?

What!?!? No HFCs in Texas!?!? I'm in GA right now and I will be headed to TX in a couple weeks. I have Berk HFCs and people from Texas said

What!?!? No HFCs in Texas!?!? I'm in GA right now and I will be headed to TX in a couple weeks. I have Berk HFCs and people from Texas said they pass emissions test with the HFCs. I've even heard of people in California passing emissions with HFCs even though they are supposedly not allowed there.
