The hose does not have to go over the plenum or around the TB.
They are assembled here with a zip tie on the hose to properly route the hose under the plenum. Its there to eliminate any confusion on how or where to route the hose. NOTE: I can see from the picture the zip tie was removed and the hose is not routed under the plenum. And yes, the small plastic piece you referred to in #2 is left unattached.
