Bingo!

Back in the 70s when CATs first came out, they would clog up and the car wouldn't go over about 45 mph.

The shady muffler shops would sell you a "test pipe" to see if the CAT was clogged, but most wouldnt install them due to fear of the EPA.

We installed them and just left them in.

My first car was an 87' Charger. The cat went bad and the car wouldn't go faster then 40mph. The shop used a test pipe to trouble shoot the problem, but wouldn't sell it to me. I tried to convince them, but they refused.
