Spool will depend on which turbos you're comparing. 16g vs. a GT28 with the big housing or larger? MHI all the way. 20g vs. the GT28 with the .63 housing? GT28. Ball bearing turbos like the Garretts will spool faster than a similarly sized journal bearing turbo like the MHIs.

To help this and other threads out, if I get time this week I will put together in the noob thread (370z Forced Induction for Noobs...) a spreadsheet comparing the kits.
What it will probably look like: GTM Garrett v F.I. v Greddy v GTM MHI - TT group GTM v Stillen - SC Group BP v VIS - T group

If by initial spool you mean boost threshold, you're correct. A 20g isn't really that small, although I haven't looked at the specific flavor of wheel they're using. The Greddy kit uses 20gs as well, and people haven't seemed to complain about boost tapering to redline.
