Yep mine would do it with that level of fuel on a hard enough pull
I and it was like a violent head but the wheel cut out for a split second and then the pump would pick up again

I have a second pump feeding the stock bucket now like z1s idea

Again not saying this is the issue but a simple one to rule out/test
