You do not have to change ballasts. Just go with a 35watt bulb. The only other issue is, once you start going higher than about 6000k you give up brightness for color. The color of the bulb gets progressively more blue, but you will sacrifice some brightness.
I went with 10000k because I was going for a certain look. I did give up some light, but it is not bad. Optimal brightness is around 5000 - 6000k.
