Tachometer noise

The noise sounds like plastic gearing spinning. It only does it when you start the car when it goes from 0 to 7500RPM and back. It would also make that noise when I do it with the car in the on position but engine off. Once the car is running, no noise at all. Is that normal? My warranty is running out next weekend, I just want to get a few small issues taken care of. Thanks
