LED interior lights?
 
is there a dummy fuse or empty fuse with power in the interior of the car were i would be able to wire up LEDs to? And if not what do people wire the LEDs to?

what are the LEDs for? if you are thinking map lamp or illuminated kick plates there's already DIYs available

im thinking of putting in LED strips under the passenger and driver side seats

Yeah you can just access the car's fuse box. I'm sure there's a diy somewhere. Use the search.

did this kind of thing on my last car.

Under the seats sounds like a good idea but there is no room at all.
If you put the lights there you wont get the "glow" you are looking for at all.

Put them under the dash.

You can easily make brackets to hold the LED strip up under the dash and point them down at the floor. The whole floor area will glow the color you are looking for and you cant tell if its coming from the dash, or under seats.

I used this...
7 Color 4pc LEDGlow LED Interior Lights Lighting Kit

on set under the dash on both sides and one set behind each of the seats. Floor illuminates very nicely and doesnt over brighten the interior at night.
