2013 owners question....rear fog light.
 
Is it operational or is it just a reflector?

For all non U.S. Z's, you got functional rear fogs with toggle switch for on and off.

Does it flash, or just goes on solid when brakes are applied?

Neither, unless I'm mistaken. A fog light is switched on or off with the stalk. I could be wrong, though.

In the US, you can buy the fog lamp. I have mine wired to a switch inside the car to turn on and off solid whenever I want. Others have them wired to their brake lights or headlights. And they can be wired to flash.

Just on and off, nothing else. Buy an EvoR fog for that.
