Does anyone know how to remove touch up paint on the car?

I want to remove the touch up paint on the car and reapply it with dr.chip . It seem like dr chip wont stick on top of the touch up.

I want to remove the touch up paint on the car and reapply it with dr.chip . It seem like dr chip wont stick on top of the touch up. Any suggestion?
