How to take off seat belt pivot bolt?

Does anybody know how to take off the seat belt pivot bolt? I'm trying to have my harness bar installed.

Where did you get your harness bar? Been looking for an off the shelf bar for the car but I couldn't seem to find one.

i was just test fitting top speed's harness bar they made for 350z. didn't really fit.. the length is adjustable but the angle of the end piece is not right. after i put it on i couldn't pull my seatbelt out.. so i took it right off..
