Question about this thingy on the bumper

Hey I saw this picture when I was reading a post on the forum. What is that thingy that are on the left and right of the licence plate? Is it like a LED for something cause its really cool in a way. :icon18:

To me, it appears to be aftermarket LED fog lights.
