yea when the clear peels off the base coat its known as de-lamination. its caused when the base coat dries for too long before being clear coated. This happens sometimes

yea when the clear peels off the base coat its known as de-lamination. its caused when the base coat dries for too long before being clear coated. This happens sometimes with factory refinishes because the force dry between stages.To repair it you have to sand and feather out the edge, prime it, re apply base color the repair area and clear coat the entire bumper.
