I don't know what this cord is, but it's lose. Has this happened to anyone else? Where should I tie this to? Should I take it to the dealership?

Loose wire/cord
I don't know what this cord is, but it's lose. Has this happened to anyone else? Where should I tie this to? Should I take it to the dealership?
