You have to read the book " The Soprano State " by Bob Ingles and all your questions about NJ laws will be answered. Btw according to sources the licence plate frame is a ticket is used as an excuse not to give a more serious ticket or just a ballbuster in case of a "poor attitude". Thats' Jersey " ... we don't pump our gas, we pump or fists..."
