Is there a way to program a new remote / FOB wihtou going to dealer?

googled it, but they seem to always talk about putting key in ignition and turning 10 times....seeing how we have no ignition! i bought a used FOB on ebay, and

i bought a used FOB on ebay, and wanted to program it as a second remote since the **** i bought the car from never gave/sent me the the original backup fob
