Ding on rear fender PDR?

I had the PDR guy have a look at my car a while ago to see if he could remove a very slight dent from that area. He said no

I had the PDR guy have a look at my car a while ago to see if he could remove a very slight dent from that area. He said no problem but the interior panels would have to be removed first. Never have a hole drilled under the fender, as this will only rust in time. I haven't had mine it fixed yet, as it is hardly noticeable.
