It is stretched. It is not so stretched and tight where nothing fits under it. Bags, boxes or a briefcase can fit under with no problems. I will take another photo of it without it actually being hooked on so you can see the un-stretched size.

Definitely looks pretty snug, but depending on your cargo, that can be a plus. Unless you're AK and lugging around a helmet and some other shit. I only carry a briefcase and a couple redbulls, so perfect for me.
