Anyone else have a moisture problem in there tail lights?

but only the left one does it and its every time i wash the car or it rains now. I did not notice that vent when i took the tail

I did not notice that vent when i took the tail light off today to change out my turn signals. Is it something that could be adjusted or is it pretty much the way it is? thanks for the the pics though
