Rear reflector/4th brake light

I'm trying to remove the reflector to install a 4th brake light. I got the metal plate off but.................the %#&^ing nuts that hold the reflector/plastic cover on just spin and

I got the metal plate off but.................the %#&^ing nuts that hold the reflector/plastic cover on just spin and spin (with some resistance) without the nuts coming off. Does anyone have any bright ideas that don't involve pulling the rear bumper cover?!? Yet another 20 min job that will take significantly longer!!
