Default Hood won’t close all the way on passengers side help

I have a 09 370z and a little while ago I realized when ever I close my hood I had too push down on the passengers side part of the hood too get it too lock in and shut. We’ll eventually that stopped working and on the right side is sits perfectly flush but the left side goes up a bit. So I bought a hood latch and one of my dads techs installed it and it closed perfectly flush. But the problem is it wouldn’t open.
So we had too take off the undershroud and open it from the inside. And then we found out that the hood latch cable was broken. So he told me too order the hood latch cable and return the new hood latch. So fast forward two weeks. I have my original hood latch and a new hood latch cable. I got it back tonight and he couldn’t figure it out he said that because I don’t have a fender liner “sense my car is lowered I hit a bump and my fender liner flew out” he told me that there are clips that are missing or something. Keep in mind he is a Toyota tech so maybe he is bullshitting and just doesn’t wanna say he doesn’t know how too do it. I am just wondering if anyone has ideas or is he right about the whole fender liner thing is there other things that would be missing. I thought all id need is a hood latch and hood latch cable. Please help thanks

The FSM (link in sig) should have all the info the tech needs. You can find the fender "clips" at most auto parts stores.
