Perhaps the best way to get the lip a different color would be to do so after the powder coating has been done, just a pinstripe around the lip? |

2 colors is very doable, as you can see with my Nismo wheels. Its a pain and a lot of extra work, but it is doable all in powder

Any tips on you can give that I can pass onto the shop? He said even with some special tape..at some point during the baking process, the colors will still make their way into one another

Yeah. Actually that's another alternative that the owner told me about. But right after finding out that doing 2 colors is possible.. then I might just find myself another shop that is willing to

I'm really not comfortable with telling someone else how to do their job, plus if I was him, I might recommend against it also. I will say that with the misty lava as the base color, it would be a lot more difficult than with a black, as red will bleed through, but it can be done. I would probably have to charge 150-175 per wheel for that color combo due to the extra labor and cure cycles.
Now theoretically, if I were to do it, I would fully cure the base coat of lava, mask the center (big PITA, its much easier to do the lips first, but for the above bleed through). Shoot the red highlights and put the wheel in the oven until just before flowout, then remove and pull the tape, then clearcoat the entire wheel and do a full cure. On mine above, I did the orange trim first, then masked the lip and shot the black and clearcoat. The orange also bleeds, but not through black.
