LED daytime lights

So, I always have my light settings on auto so my daytime LEDs are always on during the day then my actual Lights come on after dark, but ive noticed recently such as right now a bright sunny fay they are not on?

it it a sensor issue or a fuse maybe also idk if there ever was an option to turn on the LEDs manually but cant do that either if there was anyone else run into this issue or notice it?
