I dont nessasarily understand what that page of the service manual is saying. Looks like it can be turned of but there aren't instructions to do so for the consumer. It just shows a menu unless I am being derpy. I assume the Tech's at Nissan should know what to do with it.

So far, no one has provided info on how to make the changes without CONSULT. CONSULT is Nissan's diagnostics package and I doubt you are going to find any non-Nissan-dealer shops that have it. If you can find the OBD/CAN address(es), you should be able to make the changes yourself.
