Recently installed diode dynamic LEDs on my license plate. A lot brighter than expected. Does anyone know if its is legal to have bright bulbs on the license plate in

A lot brighter than expected. Does anyone know if its is legal to have bright bulbs on the license plate in CA? Tried searching but couldn't find a definite answer.
